Description

 

This position is responsible for developing a strong safety culture and an effective, efficient and compliant safety process to facilitate the transformation of the facility’s environmental health and safety program to world class level.  The EH&S Leader will lead from a foundation of safety expertise and be guided by the Owens Corning’s Safety Stand.

As a key member of the Plant Leadership Team, the successful candidate must demonstrate a proven track record of effective Leadership for Environmental, Health and Safety programs for a manufacturing facility focused on achieving facility and corporate objectives with a focus on continuous improvement.

 

The position reports to the Plant Leader.

 

Responsibilities

 

1.     Live the Safety stand, adhere to the safety responsibilities.

·         Demonstrate strong Leadership to transform plant safety and environmental performance to world class levels.

·         Enroll staff and primary employees to own Safety at all levels of the plant with a high level of engagement.

·         Proven ability to lead Environmental and Safety initiatives in a corporate structure.

·         Effectively represent Owens Corning as the primary contact and resource for local, state and federal environmental and occupational health & safety regulatory bodies and consultation partners.

·         Effective with both Strategic and Tactical execution.

·         Possess the experience and motivation to lead key initiatives by example; promoting progress through such strategies as diversity, leadership development, process innovation, teamwork, empowerment and creativity.

·         Provide leadership for implementing safety programs that fulfills Owens Corning’s Stand on Safety in pursuit of a Zero Injury Culture.

·         Forward-looking vision and critical eye for safety on the plant floor with the ability to identify and correct hazards in the facility before they result in a near-miss or accident.

·         Personal motivation and drive to implement improvements within the facility to improve safety, leadership to implement appropriate actions and follow-through to completion.

·         Promote a team environment and must be able to initiate, lead and drive cross functional team projects to successful completion

·         Must be able to provide expert technical support to plants in identifying and resolving critical regulatory issues. Long term planning related to key capital areas, safety system goals and being able to lead the facility in planning for safety success is vital

·         Effective delegation skills.

·         Initiate, lead and drive cross functional team projects to successful completion.

·         Provide expert technical support to identify and resolve critical regulatory issue.

·         Ability to identify needed capital investments to drive safety improvements within the facility.

·         Establish challenging personal and facility goals that align with Business Unit Leadership and Owens Corning goals and drive to accomplish them.  These goals will reflect a total commitment to changing our safety culture.

·         Strong communication skills – verbal, written and the ability to give effective presentations.

·         Strong computer skills (Microsoft Office).

·         Establish an effective employee recognition program related to Safety.

 

Metrics

·         Measured results of proactive safety programs such as hazard audits and pre-task safety reporting.

·         Implement a personal safety action plan and review progress with the Plant Leader.

·         Lead and track plant progress against the SAFE Management and SAFE Critical 6 Modules goals.

·         Measured results versus establish critical outcomes.

 

2.     Environmental Health and Safety System improvements to exceed basic compliance standards.

·         Strong background in management systems including ISO 18000 (Safety), 14000 (Environmental) and 9001 (Quality).

·         Strong background in occupational health and safety, ergonomics and behavior based safety.

·         Experience with environmental waste management and industrial hygiene.

·         Embrace the requirements of the OC Environmental Management System and other environmental system components.

·         Experience with Title V Air Permits and MACT reporting.

 

Metrics

·         Zero environmental non-conformities for facility.

·         100% retention of required environmental records such as daily opacity reports and MACT reports.

·         Establish corrective action plans from Internal and External System ISO audit results and execute on-time completion of the results.

·         Data from E & S components to drive future prevention.

 

3.     Disability Case Management Leadership (occupational and Non-occupational)

 

·         Ensure consistent application of applicable disability case management policies as they relate to both work related and non work related injuries

·         Facilitate dialogue with all stakeholders to ensure timely and safe return to work and appropriate and cost effective claims management and actions consistent with policy and procedures.

·         Facilitate modified duties program.

·         Work with our third party risk manager for effective claims management.

 

Metrics

·         Fit for duty return to work cases.

·         Modified duties program tracking for successful integration back to full duty.

 

4.     Training and communication

  • Ensure Training needs are identified and supported through the development of comprehensive compliance programs.
  • Facilitate training delivery consistent with plant programs and ISO system.
  • Establish core skills in Supervisors and NLT members to lead safety training in their respective areas of responsibility.

 

Metrics

·         100% completion of monthly training per the environmental and safety training matrix.

·         Legislative compliance.

 

5.     Leverage ISO audit processes and data sources (such as proactive safety programs) to determine opportunities for continuous improvement.

 

Metrics

·         On time Medgate data management, SAFE Tool, and Environmental Management System compliance.

·          Visual Based Safety, Internal Assessment, and 3rd party audits.

·         Safety A3 development and management – completion to plan.

·         Completion percentage of safety concerns entered into the Events database.

 

6.     Regional Responsibilities.

The site regional leader will establish and accomplish aggressive personal, regional, and facility based goals that align with division and Owens Corning corporate goals.  These goals will reflect a total commitment to developing a strong safety culture and achieving a world-class safety process.

 

Metrics

·         Develop and manage plant or department Strategic Action Plans and deliver on all commitments

·         Achievement of personal, department and facility goals.

·         Translates safety and health strategies into results

 

 

7.     Developing safety leadership capabilities in our people.

The regional safety leader will develop skills and grow capabilities in the assigned facility, including:

·         Coach, mentor, and re-direct personnel in the plant in order to develop Extraordinary Leaders

·         Assessing effectiveness of plant leadership from a safety perspective and providing development and recommending changes as required.

·         Develop and implement training programs in a coordinated effort with appropriate plant personnel

·         Continually reinforce the company’s stand on safety and always recognize employee accomplishments and contributions.

·         Empowers employees to prevent or stop and correct unsafe acts or work conditions 

·         Builds organizational capabilities through people, technology, and process management

 

    Metrics

·         Visible signs and indicators of the Four Extraordinary Leadership Behaviors

·         Number of promotions for high performing and high growth talent

·         100% Completion of training plan and certified competence of all employees trained.

 

 

8.     Oversee legal compliance and adherence to company's policies and processes.

Lead and manage visible risk and the processes for adherence to OSHA regulations.  Provide expert technical support in identifying and resolving critical regulatory issues.

·         Oversee safety policies, systems and processes to ensure Sate and Federal, ES business unit and local compliance as required.

·         Ensure effective management of all safety incidents to avoid litigation, third party and union intervention

·         For any safety incidents, ensure proper investigation, root cause analysis, communication and aggressive action planning and execution to prevent future repeat incidents across any OC locations.

 

Metrics

·         Recordable incident rate (RIR)

·         % closure on safety incident corrective actions within 30 days

·         Deficiencies in internal H&S audits

·         Prevention of the reoccurrence of similar injuries and incidents

 

 

 

Job Requirements

 

Experience:

·         2-5 years of Environmental and Health & Safety Leadership experience in a manufacturing environment.

·         University Degree or 5+ years experience in any field specific to EHS or a related field such as Science, Engineering, Environmental studies, Industrial Hygiene or the equivalent.

·         Participate in the development and successful implementation of strategic plan

 

Certifications:

·         Currently possess or willingness to obtain EH&S Certification: CSP, OHST etc.…
